HOA Annual Meeting & Ballot Notice
The annual meeting and ballot notice is the package members actually vote with. It combines the formal meeting notice with the secret ballot materials and the instructions needed to return a valid vote.
What Is This Notice?
This notice serves two purposes at once: it calls the annual membership meeting and it delivers the secret ballot materials members use to vote.
Because the double-envelope secret ballot process depends on members following instructions exactly, the clarity of this notice has a direct effect on how many ballots can be counted.
When Is It Used?
It is distributed after the pre-ballot notice period and far enough before the meeting for members to return ballots by mail.
It is the final scheduled communication before the meeting at which ballots are opened and counted.
What Information Does It Typically Include?
- The date, time and location or access details of the annual meeting
- The secret ballot and the inner and outer return envelopes
- Step-by-step voting and return instructions, including where the member signs
- The ballot return deadline and the address for returns

Who Receives the Notice?
Every member entitled to vote receives a ballot package addressed to the address of record.
Associations should confirm the voter list before mailing and document any address corrections made along the way.
Timing & Deadlines
The meeting notice period and the ballot distribution period both apply, so the mailing date must satisfy whichever requirement is longer.
Return deadlines should give members realistic mailing time. A deadline that assumes same-week delivery tends to invalidate otherwise valid votes.
Governing documents may set longer notice periods for the annual meeting than the statutory minimum.
